I get the impression the Jim was not referring to setting up a mir  
based site
on their own server but instead setting up an IMC UK region for wales on
our existing infrastructure (please correct me if I am wrong jim).

If I have have misunderstood then I'd say MIR is probably not the right
codebase for a stand alone IMC for wales. There are better choices
for sites which don't need to make use of MIRs easy mirroring and
topics system

However, if I am correct and Jim is talking coming on board as part
of the UK network, this is a fairly trivial task and could be  
completed quickly.
However I think there are political and process issues to consider  
first.
I for one would be very uneasy if a new IMC UK collective included
the cymru editor who has made repeated damaging and false
allegations about the UK network.
