[Imc-uk-network] [imc-uk-tech] UK Front page (and a proposal)

I'm not even sure what the proposals are in terms of the new template. There
appear to be far too many changes for me to figure out what is actually
happening there. I'd prefer that the requests that have emerged out of
consensus from the local IMC collectives are implemented and honored first
before moving forward with additional changes which may not yet have been
discussed within the collectives that form the network.
