I don't know how easy/possible it would be to implement, but as well as
the nyc/www model of having promoted and open newswires on separate
pages, there's also the model used by indybay, among others, which has a
promted newswire (actually, a couple of different promoted/categorized
newswires) above the open newswire on the front page. That strikes me as
preferable, because then promotion could function to highlight
especially good posts while still allowing immediate access to the
not-so-great posts.
With the nyc system, it seems you basically have two choices - promote
more-or-less everything, which means that great posts may still get lost
among the noise, or promote only a few things, meaning that
ok-but-not-great posts don't get seen by that many people. Having
promoted and non-promoted newswires readily viewable allows a more
fine-grained approach, which in turn I hope would encourage more people
to post higher quality stuff.
