[Imc-uk-process] PROPOSAL create imc-uk-proposal list

Suggest we go with the idea started in the thread here 
http://lists.indymedia.org/pipermail/imc-uk-network/2005-October/1010-9k.html 
and make a low volume moderated list for proposals.

"This moderated list is for announcing proposals, an major changes to 
them as consensus is reached, and the passing of proposals. All 
proposals should have a follow-up list for discussion; if there is no 
list imc-uk-process will be used"

I suggest when the list is created we auto subscribe everyone from 
imc-uk-process and who has an admin account.

Suggest deadline of 4th December for this as I expect to be contacting 
listwork about this
