Im not sure what you mean 'optional' text at the top of the box
when you hit the 'simple publish page' link you get what looks similar to 
the old publish page with a 'jump directly to the form' link at top 

It looks great and looks more user friendly :)
presumibly it will be easy to add links to other publish pages to this one 
like an 'other press' publish form link ;)
and maybe make the 'simple publish page' link a bit more prominant like in 
blod perhaps?
