[Imc-uk-process] PROPOSAL - static pages generated from wikis

This has come up before but not been official proposed AFAIK and 
certainly never resolved.

I propose that we either point static pages to a wiki or generate 
static pages from a wiki.

The advantage would be to have a complete history of changes and the 
ability to roll back changes if required.

More importantly it would be easier to get invite people to work on 
them since people would not require admin password.

Things like the help pages are far more likely to get worked on and 
kept up to date.

The disadvantages as I see them are the risk of defacing and spaming - 
although both can be addressed to some extent by requiring registration 
to the wiki.

There may be less discussion about major changes so the policy should 
be that major changes are notified to the lists.
