[Imc-uk-process] PROPOSAL for action topics

Hiya,

I would like to propose action topics:

- WTO Hong Kong 2005

- WSF Mali 2006

Personally I think the action topics could be used a lot more, they seemed
to have been created in the past a lot easier. It also makes searching for
reports on a past event easier, as it's all together on one page. I don't
know if the old action pages are still automatically generated with all
the other topic pages. Maybe we could move them somewhere else, so it
wouldn't take as long to generate the topic pages??
