[Imc-uk-process] hiding notification

Hi,

I noticed that some hidden articles are not being reported to the features
list. Ben mentioned yesterday in irc that he had stopped notifying the
list a while ago and that this was sort of discussed at the network
meeting. Now, given that Ben has been/is spending a lot of time and effort
on cleaning the newswire, the number of unreported hiddens is increasing.
I do understand it's a pain to write so many emails on a daily basis, but
until the auto-notification thing is sorted (copying internal comments
automatically to the list), I don't think anyone should stop doing that
manually for the sake of transparency (I suppose we all agree this's one
of the core principles of Indymedia). I mean, how else would other people
know why an article was hidden if they had doubts about it. We don't
expect everyone else to go into admin to check, do we? That would be
wasting a lot more of the 'collective time'.

I am CC-ing the process list as well so that techies can perhaps give
this, once again, a try and maybe explain again, by the way, the technical
aspects/difficulties of it.

Another (connected) thing is the auto-generated internal comment for
promotion. That, too, has not been sorted yet afaik.
