I think asking for a lot more background information summarised on this
one is asking the impossible. Tony had been keeping this list informed
about the process, and I'm not sure if Jack has been on the list long
enough to be able to do it - his updates so far have pointed to the
recent useful documents. If he can do a more detailed summary it would
be cool, but I think being able to do it would be as hard as solving the
situation (as Switzerland say in their reply to a previous proposal

The current proposal is from the new-imc list, and was given three weeks
for discussion...

 It is an understanding, just that... ie just an agreement, a way
forward... France want to make a change so that the proposal would leave
an imc with a previous affiliation, which I think new-imc will take as a
block to the proposal at this stage.
