Which makes me wonder if there is a war here that everyone is skirting 
around.

I have been looking for something intact written by the offender that 
would justify the expulsion.  And a defence statement.  I have been 
looking for some hours.  I have a busy day, will continue the search later.
This needs a  Judicial review.   But where are the Judges?
