[Imc-uk-process] Proposal - Promoting the regions on IMC UK

I propose that the regions box in the left hand column on IMC UK be moved
up to the top position above the 'up coming coverage' box.

I propose this because currently the regions are not visible without
scrolling down and instead links to non-uk sites are given top position.
ie. site such as      Electronic Iraq, Israel Indymedia and Palestine
Indymedia (didn't know their existed), Chiapas Indymedia and Climate
Indymedia. These are all links in 'ongoing' coverage and are probably
mostly repeated in the imc list itself. The bulk of the up coming coverage
box is actually these 'ongoing' issues and somehow these are more visible
than the regions that make up the kollective.
