[IMC-UK-Propose] prepublish page changes

Hello

We've recently had a usability meeting in cambridge, and we've changed
our prepublish page to 

http://www.indymedia.org.uk/en/regions/cambridge/static/prepublish.html

We'd like to propose the UK change it's prepublish page to the same text
and format.  

Deadline:        11 May (2 weeks from now).

I seem to remember proposing his page a long time ago )

There will be some more proposed changes about the publish page itself
once I can get back on the dev server - see this email for details
