[IMC-UK-Propose] PROPOSAL - publish page changes

Hello

Now we finally have a dev server running again, I've got around to
trying out the changes to the publish page that us cambridge folk
thought would be a good idea [1]

PROPOSAL - alter the publish page
DEADLINE - 2 weeks (2nd July)
DISCUSSION LIST - imc-uk-process

So the proposal is to change various bits of text so that the publish
page will look like

http://mish.dev.indymedia.org.uk/mish/servlet/OpenMir?do=opensession&sessiontype=article&language=en&to_uk=&nrmediaitems=2&nrftpitems=0

and the cambridge version (as the text is presently shared for ease of
maintenance)

The changes aren't huge.  I've removed various bits of text we thought
were superfluous, and fiddled with wordings to try and make it all as
clear as possible.  The link below is the minutes from the meeting in
question.
