[IMC-UK-Propose] PROPOSAL: add york to "Other Local IMCs"

Hello

I thought it was about time we added York IMC to the list of "Other
Local IMCs" (that appears in the box that lists the regions of the
United Kollectives in the left side bar).

I hope this is not controversial, so how about a 48 hour deadline -
Wednesday 5pm.

Assuming no one objects, it can be added through the admin interface.
Go to "Edit include files", then to otherregions.inc and add a line
there.  Note that it is http://york.indymedia.org.uk/ - don't forget the
uk on the end ...
