[imc-uk-tech] Security box and 404 page updates

Hi

The Security link in the top navigation bar now has a
locked icon for https and it also links to the security
box which now works again (ie has different content for
http and https requests) but it can't be edited from the
admin interface (because it uses SSI). It's also pale
yellow now.

There is also now a custom 404 page and these mirrors are
using it:

- http://www3.indymedia.org.uk/blah
- http://www4.indymedia.org.uk/blah

And these mirrors still have to update their apache config
to support it (hopefully this will happen soon):
