Yes, perhaps GUI clients don't display the welcome
message?

  $ ftp publish.indymedia.org.uk
  Connected to publish.indymedia.org.uk (69.90.134.249).
  220 Welcome to the Traven Indymedia FTP server. Please
  change to the sub-directory for the Indymedia site you
  wish to upload files to. This server will allow you to
  upload files, see what has been uploaded but does not
  allow you to download files. Uploaded files will be
  deleted 24 hours after they have been uploaded. You can
  add the files to your newswire posts using the normal
  publishing form.

The reason for the sub-directories is so that multiple
IMC's can use the ftp upload facility and also because I
couldn't workout how to make the first directory writable.
