[Imc-uk-useability] a simple publish page (and checkboxes in columns)

Hey folks

I've been playing on mir a wee bit.  (Along with zak, duckpants, and
Chris (a cambridge tech dude)) and we've made a pre-publish page and a
simple publish page.

So the front page "Publish your news" links to 

https://mish.dev.indymedia.org.uk/en/static/prepublish.html

It's not amazing, but you get the idea.  The simple page is linked from
there - the only difference in the link is that
sessiontype=simplearticle

The simple page itself is the same as the usual page, but with quite a
bit of stuff taken out to make it easier for people on the site.  This
requires some (very) minor changes to the localizer java.

Now I've worked this out, adding more publish pages is going to be easy.
So if we want regional publish pages, we should be able to do that.  And
if we want another publish page for events (for the upcoming calendar)
or the "other press" section, we can do that.

The other change made at the same time is to have multiple columns for
the checkboxes for the regions, topics and actions.  Less scrolling down
to get to the article part.  Needs a minor CSS update to work properly.

I have done a commit to CVS of all of this (apart from changing the
startpage "publish your news" link).  The only change if you get the
latest from CVS is you will notice there are multiple columns of
checkboxes.  (The simple publish page will exist, but not be linked to.
The prepublish page will not be linked to).

So if the promoted newswire gets rolled out, and we don't want the
multiple columns, you'll have to exclude my changes.  (I'll notify
process about this).
