Yeah, I did consider this... and it's what I'm doing for
the Sheffield site:

I have basically have an evening of work per region to
sort out the CSS... so if when I have done all the other
regions I have time to come back and tweak the UK CSS some
more I will... :-)

Yeah, the existing guidelines do seem to be an OK starting
point:

  # Comments: Everybody can add their own comments at the
    end of each article. Comments are subject to the
    guidelines for hiding. They can be used to:

    * State an opinion about any given posting.
    * Add information.
    * Correct inaccurate or malicious information.
    * Rectify misinformation.

  Corrections and rectifications can be given prominent
  status by contacting the IMC UK features list with the
  qualified accurate information.

Perhaps additons / improvements to this should be discused
on imc-uk-process now... perhaps it can wait till it's a
issue that needs sorting urgently...
