Yes and no.

The blocks in producers.xml for generating the lists used on the UK and
regional pages are entirely separate; however there's no reason why they
can't be copied across.

Unfortunately, though, there isn't currently an easy way to vary the
definitions between regions (eg if one region wants a 100-item newswire
and another a 20-item one) -- without generating *all* versions for
every region, which would make regionalstartpage.generate even slower
than it currently is.
