[IMC-US] atlanta progress and redirect fallback proposal

It does not look like there is anyone with the time or know how to work 
on it.
I will ask if anyone here can put some time into it.

The fall back to US-IMC is a good idea if people at the forum post 
direct to the US-IMC newswire we can promote to the feature page from 
there.
