[IMC-US] progress on site redesign!

ok, there's some progress to report on the redesign front.

this stuff is all pretty much live, in that it's backed by a set of
functional mir-templates and not just a prototype mockup.  also keep
in mind that I haven't done the cross-browser testing necessary yet,
it's only been tested on firefox at the moment.  there's a lot of
really tricky javascript stuff that balances the columns, i'm sure
this is horribly broken on ie.

things to do:
-add links to archives
-inner pages like articles, topic pages, open publishing
-add digg/delicious/etc buttons on article pages
-make a banner image
-maybe better colors for links (i kind of link the other colors - it's
 easy on the eyes)
-make sure spanish language bundles work
-???
