[IMC-US] Protesting "Pray for Rain" in Atlanta, coverage?

While on the topic of things afoot in Georgia, I read that someone was
*arrested* outside Gov. Perdue's prayer service on the steps of the
state Capitol, perhaps because they strayed outside the free-speech zone.

Is there coverage anywhere of who got arrested? Protesters in the FSZ
were from the Atlanta Freethought Society.

However, the MSM story above seems kinda weird, as in, why would police
arrest what appears to be an anti-abortion protester outside a prayer
service? Is the FSZ actually being enforced regardless of what is being
protested? If so, then isn't that worse that typical approach of using
such zones to silence dissent, since now it seems that *any* public
display of protest, whether dissenting with the mood of the event or
not, must be confined to within the zone.
For some background, the Gov. Perdue is facing the very distinct
possibility of having to ration water to the Altanta metro area because
(among other reasons) surbanites watering their lawns during a drought
are draining the reservoir. His response so far has been to ask folks
to pray for rain.
