Hi, what we did was tweak the ffmpeg options so that the FLV 
is smaller than typical webvideo (otherwise, yeah it's a waste to be 
generating & serving the file). 
ffmpeg options: -ar 22050 -f flv -qscale 13

the mp4 is 27M, flv is 19M
