Arizona fell early to a form of state video franchising that gave cable
companies and telcos the edge in local franchise negotiations. Like last
year's COPE and Steven's Bills in Congress, these state bills seek to
deregulate cable services making for an easier and more profitable telco
entry. There are fights around the country right now - with Texas, Ohio,
Indiana, Iowa and others passing really terrible bills (more than 14
state bills have passed). Other states, like Illinois, have managed to
get decent bills passed that protect PEG (public access).
This is way off the radar of many media activists, which is a shame
since public access has always been a key local distribution point for
IMC video. Many access centers also get FSTV and replay many of the
programs locally (the way Democracy Now gets out to hundreds of access
channels). Many folks (Deep Dish, Paper Tiger, FSTV, etc) spent decades
building this loose distribution network - and now it's being
disassembled and scattered by the telcos and these state bills.
These bills are hard to fight - the telcos are spending millions in
political donations and ad campaigns in targeted states. But some states
are managing to hold them off (TN, MA) . . . for now.
