Ahh, I don't imagine that there's an official YouTube account. I'm sure 
a lot of people, myself included, would be seriously opposed to such a 
thing.

You can, though, send it to imc satellite, and it will be broadcast on 
free speech tv. you might need to break it up into 2 or 3 chunks. check 
out satellite.indymedia.org for submission info.
