[Imc-wales] links between the versions

I've only done it for the welsh pages - although once you are in welsh
you can then go look at other parts of the site and at least the
navigation will be in welsh.  (Actually just checked it and there would
need to be some more work to be done to do that).

Would you like the other parts of the site to be available in welsh?  If
so you should suggest it to imc-uk-process and see what people say.  I'm
neutral for now I think - but haven't given it much thought (other than
noticing it will involve some more work for me ;)

That has now been changed by me changing some back end settings which
has also fixed ...
