[Imc-wales] draft editorial guidelines

Hi

I've produced this document (if the group allows attachments), using as 
a basis the editorial guidelines of Cambridge, Nottingham, Liverpool and 
Birmingham.

Rob and Steve are going to check it against other regions' guidelines in 
case there's anything we'd like to include that isn't covered here.

Please can everyone read the document and send a comment back to this 
group - even if it's just to say you're happy with it so far.

Every document we produce will need to be translated (English to Welsh 
or vice versa), so it seems to me to be quite important that we get it 
right before translating, or we're going to end up with a whole heap 
more work to do!
