[Listwork] namespace for non-imc ?

I am not sure if chrisc is thinking of collectives that are already
operating as an imc node of another imc, e.g. in uk there are
collectives that have been accepted by the uk network, not through the
formal new-imc process. I think those should stay as they are
(imc-london, e.g.) or else send this discussion to imc-process,
I think this discussion should be about new collectives newly asking for
a list, without having to rename lists already created... then when the
collective gets recognised through new imc process, then either change
the list name or 'migrate' to another list...
not sure if this work is necessary, taking into account that finding out
would possibly mean a good amount of works time...
