finally this marks a problem:
-> if we archive directly with mailmans EXTERNAL_ARCHIVER, we can split
   private and public archives.
-> if i use list_lists to subscribe the user with procmail rules, I can
   choose whether i subscribe to all, or only to publically advertised
   ones. anyway, this doesn't support to split between public and
   private lists.
 
finally, this indicates that lurker on current sarai also archives those
lists with private archives, that are publically advertised. therefore
i re-disabled the archive.
