[New-imc] BLOCK: non-imc's should not sponsor new collectives

If anyone, or any collective block something in an imc setting, it is in 
order to have a discussion, not to generate a spam attack. As far as i 
know i threats and moral blackmail are not acceptable techniques in 
consensus decision making. I also find that people making theats and 
attempting moral balckmail are unfit to be part of any imc working group 
and there is a precedent of removing a dysfunctional and uncooperative 
active member of this working group being removed from it.

I propose, as of now, and as a precaution, that this list will be made 
moderated even for list members, like imc-process.
