[New-imc] PROPOSAL: list purge BLOCK!!

I see your point on the blocks here. I maybe jumped a
bit fast into it, but I definitely feel I would be
strongly against any form of a list purge. We actually
did a list purge here in Boston for our discuss list
but retrospectively it was a bad idea. Lurkers often
make contributions and help here and there, there's
also no real solid reason for knocking people off in
my mind. I am always open for discussion though. so
I guess I don't block really, just potentially.
