[New-imc] summary feb 05

dear all,

the restarting working group of imc-korea had already documented their 2ND
PROPOSAL at the wiki page. the documents already has also translations.

it's my first time to sponsor a new imc working group, so i still need
some asistance on this. maybe sheri who is also in contact with the
imc-korea working group can help them to be on track with the process.
