[New-imc] Starting a Indy center

Hello, 
Myself and several others here in Virginia Beach want to start up a local Indymedia Center. Could you please tell us (1) where we would get the needed permission, and (2) the software.  We want to do streaming video, pics, news articles and an internet radio station.  Virginia Beach is a town of 500,000 people, the largest city in Virginia, and we have over one million people in the metropolitan area.  
  
Most of us have done work with the Green Party and some local activist groups against the war for the past few years, as well as some anti-globalization work.  The local media outlets won't let the truth out and we figure we need to go for it. We have 9 of us, a couple of techs, and we have an office to work out of, along with a decent server.  Any help you could give would help.
