[New-imc] Status of IMC Ukraine.

hello,
well i had some contact now(since yesterday) with the imc-ukraine people
and i understand the reason for the lists' requests, each of them being
for various working groups within the group so it's all quite valid
especially due to recent conversations i've had with the people in the
group. so it seems to me like a good idea to have the lists created.
