It's the new-imc mailing list is who you want to be talking to.
new-imc at lists.indymedia.org there you can ask for help and get someone
to walk through the process with you. You could also be contacting any
local(ish) friendly IMCs.

There is documentation about CMS on docs wiki as well - when it is up
again. The CMS you choose will be effected by...

You get the subdomain when you have gone through the New IMC process.
Hosting is something you can discuss with New IMC and local IMCs. If you
can help resource hosting that's good - we are short at the moment, with
a major donor pulling out. If you can't there are people who may still
be able to help. There is certainly plenty of Tech experience who can help.
Another place to get more instant help is IRC chat - if you have never
used irc before there is a web chat front end at
http://chat.indymedia.org/ channels like #newimc #tech and even
#indymedia maybe helpful to you. If you have used IRC before the server
is irc.indymedia.org
