[New-imc] Urgenet: Activity on imc-process re our proposal

hi new-imc,

i'm rather against extending the deadline, for the following reasons:

(1) It's difficult for new-imc to make a super-rapid (12 hours or so)
consensus decision on extending the deadline.

(2) Extending the deadline would not help in terms of process, since:

(2a) Hopefully the french speaking imc's will come up with something
creative and hopefully beyond the original new-imc proposal,
(e.g. dealing with suggestions for "new-imc process 2.0") in which
case it doesn't matter that the original proposal was blocked, since
any modification requires a new proposal for a consensus test.

(2b) Even if the (fr)-euro-imc's come up with an exactly identical
proposal to the one we made, then nothing stops them proposing it
again - new-imc does not hold (c) copyright to the proposal.

IMHO the simplest is to let the present version of the present proposal
be blocked, so at least this step is clear and finished. After that,
we can think of what to do next.
