[New-imc] version 0.6: PROPOSAL (DISCUSSION phase) - new-imc statement to imc-process

Here are the words that are different:
0.5 However, it is the understanding of new-imc that neither of the
two collectives with which we are now working is that collective. It
has ceased to be. Thus we say that neither...
0.6 However, affiliation can also be terminated when a collective
ceases to exist. In this case, the two groups have suffcient points of
contention that we are proposing that neither...
It replaces the more authoritarian phrases "the understanding of
new-imc" and "thus we say" to wording that brings it back to the
proposal itself. It also addresses that the "points of contention"
are essential to why this needs to be done. If the collectives were
getting along well and could resolve this amicably, this intervention
would be unnecessary.
