[New-imc] suspension feature on india.indymedia as per internal consensus

As was discussed, proposed and consensed on in Dec 2005/Jan 2006:

a centre column feature has (finally) been put up in the centre column
of the http://india.indymedia.org website in order to explain why
publishing was suspended and to encourage people to get organised if 
they wish to restart the collective, either in city collectives or 
on a larger geographical scale.

Any word about imc-goa people getting organised? Or imc-kolkata????
