[New-imc] (en)(fr) [v1.6] PROPOSITION Darwin/Arafura+new-imc

Hi folks:

Hearing what I do from Petros at this stage of the work (16 drafts and 
about 2 weeks of daily work on the proposal, 12 hours prior to the end 
of the Consensus test) I must say I can only describe as alarming.

So, I note his concern, as I'm sure we all do, and will take it under 
advisement when considering our future work here together. But I really 
hope, given the "lateness of the hour" that since says:

That he will see his way clear to "stand aside" on this issue at this time.

At any rate I think I must insist at this point that unless Boud, as the 
  bringer of the Proposal, should wish to withdraw it, that it must stay 
on the table and the Consensus Test be allowed to continue, and that we 
not consider any further versions / revisions of this proposal until the 
test period for 1.6 has concluded.
