[New-imc] proposal (discussion phase): Reduce arafura / darwin traffic on this list

Hi Nick & others here:

I am mandated here as the Darwin contact, but not yet accepted as that 
by Darwin, that offer was just sent today. I understand that Cam is the 
Arafura liason.

I agree about the traffic, I think some of what is happening is because 
folks, including those who are banned here, continue to put "new imc" in 
the cc list on their messages, so when someone does a "reply all" and 
does not first prune the reply list it gets through to here by hook or 
by crook:(

So, I would urge folks to check their "reply to" lists prior to sending 
traffic.

That being said I would hope we could avoid putting any additional 
moderation or other controls explicitly on any other Darwin members at 
this time, as I think having just made the offer to them to go forward 
we really need to be as open as possible to their communication if they 
feel the need to....
