we have some problems with admins sleeping or being at noborder camps 
or doing solidarity for prisoners or other important stuff or maybe even
are on holidays and they don't have much time to do admin.

You should *not* wait for the old or new admins before helping the local
italy imcs. You can use the wiki:

for document organising or better, helping the local groups organise
themselves and their documents.

Your email got through about 8 days after you sent it, but it did get
through, so that means that at least one of the present admins did
something.

Of course, until an admin accepts you on the list, it will be difficult
(slow) for you to communicate with the rest of the group. However, if there
are no big controversies, then the "formal" decision making deadlines are
just passive consensus tests. The real organising process happens (or should
happen) locally; consensus tests are (should be) just a final check.
