Hello Toya,
Thanks for the initiative.
I feel that all the issues you listed below are very important. But I 
think they ought to be discussed in email format, through which it's 
easier to follow the dialogue, and the record/archive is more clear.

If any dialogue occurs on irc, I would ask the participants to post a 
record of it on this list (and other lists, if appropriate).
