[New-imc] moderation

Bart's proposal:

asks if help is needed.  Does anyone feel that help is needed?  Are
the current admins handling everything to everyone's satisfaction?  If
so, I suggest that Bart put his energies elsewhere. I suspect that we
need more help getting new collectives through the process of joining
the network than we do administrating this list.
