[New-imc] Clarification Venezuela-centro

Hi all,

I could be wrong, but it seems to me the deadline for the
imc-Venezuela-centro application has passed (January 5th, 1 pm).

They filled out the form, approved the POU, and have a great looking
site.
Since there was no block, this means they are part of the network.

So can we please welcome them to the network?


Unless we are arbitrarily making up rules as we go along, off course
