One thing to keep in mind about how the new-imc process works:

It is relatively easy for any collective to block a new imc from
joining the network / cities list.  When a proposal for a new
collective goes onto the imc-process list with a deadline, any
collective can place a hold if they need more time, they can raise a
concern, and they can ultimately block.  Especially in a case like
this when multiple locals might have a concern / block, the only way a
new collective might sneak in would be if people are not subscribed or
of they are not paying any attention to the list traffic on
imc-process.
