[New-imc] Renewing application for Climate IMC

Hi everyone,

We finally pulled out heads out of the sand and decided to complete our
NEW IMC application.

We've started to take some measures to alleviate some of the problems of
online organising and the teething problems of the site.

Ned has done a great job updating the site software to solve our spam,
image uploading, multi-language and other problems.

We are trying a few things to promote ourselves 'on the ground' including
- leafletting at local climate events by members, creating a downloadable
promotional leaflet for this purpose, a Facebook group to promote group
solidarity & outreach, and slowly updating our documentation site here
