[New-imc] Dead indymedia sites discussion

Hi folks. It looks like the imc-process list is being cc¹d in an ongoing
discussion between individuals about the topic of dead Indymedia sites. (I
prefer thinking of the sites as feral.)

While the discussion is important, it doesn¹t (in its current format) mesh
up with groundrules for imc-process (see below). So, as a process
suggestion, maybe folks could first have a free discussion on new-imc
(and/or imc-communication) and hash out the details of what sites need to be
culled? And then, when there¹s some informal consensus, a formal proposal
(bilingual and with a consensus check deadline) could be made by a
collective on imc-process?

Reminder regarding the groundrules of imc-process (a place for collectives,
through their liaisons, to make and check for consensus on proposals that
affect the global indymedia network):

IMC-Process is a moderated list with groundrules regarding which messages
are forwarded to the list and which are rejected. Following list
groundrules, all messages to imc-process need to meet these criteria:
* A liaison speaking on behalf of their Indymedia collective (this is for
collectives to participate in global decision making, not for individual
discussions)
* Bilingual (typically En+1)
* Not cross-posted (Imc-process needs to be the primary, intended audience).
* Proposals need to include a clear and reasonable deadline for a consensus
check.
