The topic of the email clearly concerns the possibility of an imc in
Taiwan. It is most definitely on-topic and is not spam. i let the
email through.

The person who wrote it is clearly not fully aware of how imc as a
volunteer network of autonomous local collectives functions (or claim
we function!), and the style was a little aggressive, but these are 
all irrelevant as far as list admin is concerned.  Let the 79 subscribers
decide for themseles if/how they want to react to the email.

Let's not give more powers to list admins than the minimum technical
power necessary!
