miwon seo - this is most likely based on a misunderstanding. You can
check the mailing list archives during "2005 or so":

but i would be very surprised if there were any "refusal" of a
previous collective from Korea.
i vaguely remember that there might have been some questions in the
new-imc working group about whether the Korea people involved were
from just one activist group or a variety of activist groups. But
asking questions or expressing concerns is not the same thing as a
refusal! The nature of being a network is that collectives need to
communicate with each other and get to know each other. Please think
of this as a process - it's not like an application for a job or grant
money where a corporation or ministry says yes/no. It's supposed to be
more like an autonomous network with a process of getting to know one
another and building up trust and also taking organising and
communicational actions in response to needs, questions, concerns.
We don't have any bosses or central powers, so the process is a bit
messier than for a corporation...
Anyway, nick can explain that to you more patiently. :)
