I'd like to point out that www-tech at lists.indymedia.org is actually the
 mailing list dealing with the technical aspects of the
www.indymedia.org site exclusively (so not with somecity.indymedia.org
or whatever). The global indymedia tech mailing list would be
imc-tech at lists.indymedia.org.

The list dealing with the organizational part of
somecityname.indymeida.org domains is IMC process (as Bradley already
explained) and the working group dealing with the technical part of it
would be the DNS working group, which accepts requests at
dns at sos.indymedia.org (using the sos.indymedia.org request ticket
tracking system). They also have a mailing list at
dns-tech at lists.indymedia.org, but that is mostly meant for 'meta
discussion'.
